The proposal to create the National Metrology, Quality and Technology Agency ANMETRO appears as a crucial measure to strengthen inspection and combat illegal practices that negatively impact the Brazilian economy. Recent studies reveal that, in 2022, Brazil suffered an economic loss of R$453.5 billion due to illegal activities such as smuggling, piracy, theft and tax evasion. These values are alarming and demonstrate the need for a robust and coordinated response to protect the Brazilian economy and consumers.
ANMETRO will play a fundamental role in modernizing legal and scientific metrology activities, ensuring that measuring instruments used in commerce and industry comply with the highest standards of precision. The agency's actions will be essential to ensure that measurements carried out in the country are reliable, which is crucial for transparency and fairness in commercial transactions.
The illegal market affects several sectors of the economy, from clothing, which lost almost 67 thousand workers, to the pharmaceutical and fuel sectors, which lost 20,700 and 15,500 jobs, respectively. The agency can ensure compliance and product quality, will help reduce these impacts, promoting a fairer and more competitive business environment.
Furthermore, it will play an important role in harmonizing national standards with international standards, facilitating foreign trade and increasing the competitiveness of Brazilian companies. The illegal entry of products originating from other countries is another source of damage. In 2023, the Federal Revenue carried out approximately 17,627 operations to combat smuggling, resulting in the seizure of R$3.78 billion in illicit goods, an amount that represents only a fraction of the total amount moved by illegal trade in the country.
The creation of ANMETRO is also a response to the need for greater accountability of e-commerce platforms for offering products of illegal origin, a growing challenge with the increase in online sales.
The agency will act to ensure that products sold on marketplaces comply with technical regulations and safety standards.
In short, ANMETRO will be an important pillar for protecting the Brazilian economy against illegal practices, promoting legal and scientific metrology, product conformity and harmonization of standards. PCN Latam fully supports this initiative and is committed to continuing to promote quality and safety in all sectors.
