Regulatory transformations in the digital environment: the active role of Anatel
During the Telebrasil 2025 Panel, Counselor Alexandre Freire reaffirmed the legitimacy of Anatel – National Telecommunications Agency to operate at the regulatory frontiers of the digital environment — with a focus on marketplaces, connected devices (such as mobile phones and drones), digital sovereignty, and artificial intelligence.
Anatel’s actions have incorporated innovative approaches, such as the creation of IA.LAB (dedicated to artificial intelligence) and Nudge.Lab (focused on applying behavioral sciences to regulation), both under CEADI – Center for Advanced Studies in Digital Communications and Technological Innovations.
The counselor also advocated for the intensive use of evidence in public policy formulation, citing advances such as the new PGMC (General Competition Goals Plan) and RGST (General Telecommunications Services Regulation), reinforcing the balance between regulation and responsible deregulation.
The integration of economic regulation, data protection, service quality, and technological innovation reaffirms the strategic role of the quality infrastructure in this field, particularly regarding digital sovereignty, data storage, and satellite services.
