Inmetro publishes Industry 4.0 Maturity Classification Program

Inmetro - Brazil’s National Institute of Metrology, Quality and Technology has published Ordinance No. 171, dated March 16, 2026, establishing the Industry 4.0 Maturity Classification Program and creating a national reference framework to assess the level of digitalization of productive organizations.

The initiative, announced by Inmetro on April 6, 2026, is related to the need to measure Industry 4.0 maturity in the context of investments in Research, Development and Innovation, especially within the industrial incentive policy framework for the Manaus Free Trade Zone.

The program is voluntary, based on structured technical criteria, and includes the possibility of certification. According to Inmetro, the proposal allows companies to identify their maturity stage in the adoption of digital technologies through a numerical index, enabling the monitoring of progress over time.

The model is organized into three main blocks: Process, Technology and Organization.

According to the guidance document published by Inmetro, the assessment considers 16 dimensions distributed across these three socio-technical blocks, using a standardized scale to support diagnosis, benchmarking, gap identification, and investment prioritization.

Another relevant aspect is the use of standardized questionnaires and objective evidence, aiming to provide traceability, consistency, and comparability to the assessment process. The document also indicates that the evaluation must be conducted in a robust, repeatable, and traceable manner, with clear rules for inputs, results, calculations, decision criteria, and controls necessary to ensure process credibility.

For Brazilian industry, the initiative represents a new instrument to support digital transformation, enabling companies to assess their maturity based on structured criteria and verifiable evidence.

For conformity assessment bodies, auditors, consultants, and industrial companies, the program also reinforces the importance of understanding applicable requirements, preparing evidence, and structuring internal processes compatible with technical digital maturity assessments.
