Digital infrastructure strategy as a development catalyst

Anatel – the Brazilian National Telecommunications Agency – presented Brazil’s new regulatory strategy for digital infrastructure as a “catalyst for development, inclusion, and innovation” during the ICC International Regulators Forum 2025, held in Bogotá.

The Brazilian regulatory approach highlighted:

  • The classification of digital infrastructure as a strategic asset, rather than merely a byproduct of the economy.
  • Examples of long-term investment policies in the country, including spectrum auctions with social coverage obligations, the strategic use of the Telecommunications Services Universalization Fund (FUST) to serve areas with lower commercial viability, and the conversion of fines into obligations to promote connectivity and digital skills.
  • Institutional coordination at the regulatory level, aligned with the Structural Plan for Telecommunications Networks (PERT), as a foundation to ensure sustainable investments in telecommunications infrastructure in Brazil.

The presentation highlighted opportunities and challenges, such as the need to integrate conformity assessment services for telecommunications devices into Brazilian regulatory processes, as well as the importance of the role played by accreditation bodies and laboratories in verifying regulatory obligations related to coverage, connectivity, and universal access.
