Anatel opens Public Consultations on artificial intelligence and cybersecurity in telecommunications products

Anatel – the National Telecommunications Agency – has launched Public Consultations No. 31 and 32 of 2025, focusing on the incorporation of requirements related to artificial intelligence (AI) and cybersecurity into the conformity assessment process for telecommunications products. These proposals are part of the Agency’s strategy to enhance regulatory frameworks in response to emerging technologies and associated risks.

Public Consultation No. 31/2025 presents a guidance document with initial directives for the regulatory treatment of AI-based functionalities embedded in telecommunications products. The proposal highlights key points, such as algorithmic transparency, accountability, and upgradability of connected devices, and seeks input for potential future regulation.

Public Consultation No. 32/2025 addresses the inclusion of cybersecurity requirements in certification processes, considering aspects such as protection against unauthorized access, secure firmware updates, and vulnerability mitigation mechanisms. The text proposes the initial adoption of minimum cybersecurity requirements based on international standards and the guidelines of Anatel’s Cybersecurity Incident Prevention and Response Center (CTIR).
