Anatel Publishes Requirements for Secondary Lithium Batteries in Stationary Applications

Anatel – Brazil’s National Telecommunications Agency – has published Act No. 5314, dated April 14, 2026, approving the Technical Requirements and Testing Procedures for Conformity Assessment of Secondary Lithium Batteries for Stationary Applications. Compliance with the Act will become mandatory as of October 12, 2026.

The new Act applies to secondary lithium batteries intended for stationary applications, operating under high and medium discharge rates, and suitable for installation with telecommunications equipment.

The measure also updates the Reference List of Telecommunications Products by including the new product category “Secondary Lithium Battery for Stationary Applications,” while maintaining the conformity assessment modality and model already applied to other batteries within the same product family.

Among the relevant technical aspects, the Act establishes criteria for conformity assessment, family certification, identification requirements, testing conditions, nominal operating voltages of 48 VDC or 24 VDC, and references to standards such as ABNT NBR 16975:2021 and ABNT NBR 16976:2021, which address secondary lithium cells and batteries for stationary applications.

For manufacturers, importers, certification bodies, and testing laboratories, the publication requires attention to the mandatory implementation deadline and the technical preparations necessary to comply with the new requirements.
